Tulsa man, 38-year-old Alexander Marquis, has been dismissed of kidnapping and larceny charges in Washington County, Oklahoma. The charges were dismissed during a preliminary hearing following an affidavit alleging that Marquis stole a vehicle with a child inside on the afternoon of Sept. 4 with a 12-year old child. The State of Oklahoma moved to dismiss the charges due to the alleged victim declining to prosecute.
