Retired chemical engineer Fred Storer has raised concerns about the pipeline for years, starting in 2017 when railcars delivered butane to a transloading facility operated by Centennial Energy near downtown Tulsa. The city of Tulsa sued the railroad and Centennial energy, arguing the operation violated city zoning laws. The case remains pending. The pipeline route begins with butane mixed with a diluent used to make heavy crude oil easier to transport and eventually reaches Chicago and Canada. Storer said a leak could allow the flammability material to escape and potentially ignite if it reaches an ignition source.
